I think it's because normally those dramatic collars are supposed to go all the way up your head but since his is so huge it won't. He's just having a little moment of angsty insecurity. At first I thought he was wearing pajamas with a hood and it wouldn't fit over his head.

@TheEGNStudios Metroman used to always carry him by the collar when he took him to jail in the newspapers at the beginning of the movie, so when he held it up like that infront of the painting, it looked like Metroman had caught him again. At least that's what I think... ;)

He is pretending that Metroman is dangling him in the air. He is missing the fights they have. If you notice, Megamind's fist lines up with the Metroman fist on the painting behind him so it looks like they are in another fight, when really it is just him holding up the colar of the shirt.
