Its not directly an optical illusion. Different cameras have different speeds at which they capture exposure on frames. When it is slow/normal capture the wheels are moving faster than the cameras frames per second; Hence why they appear almost motionless, the camera simply put cannot keep up. The same principal applies when you try to take a photo of a bird flying in motion and the picture comes out blurry.

i was out fishing this weekend and caught some big bass on blue fox gold inline spinners. i highly recommened them. catches all types of fish. size 0 for trout and size 4 for bass. im not lying but i actually caught a 14in perch fishing for bass. ill send you the pic if you want.
