If you see a dog like that showing all his teeth the fear factor comes into play and it's more likely to put people in order. Problem there is that the dogs should never be that close to the field and/or other people, there's too much noise, they are all nervous and ready to do what they are trained for...
i'm a k-9 trainer and i can say that the dog didn't fail, it's their job to defend themselfs and the cop or security guard by do not let people stand near or touch them
I was looking at nail polish in a salon when out of nowhere a dog jumped up and tried to bite me in the nose and mouth, I'm so glad he didn't catch it. It'd just felt like I was busted in the face with a sledge hammer. The owner's were white and were standing right there and they acted as if they didn't hear the dog growl or jump me. I felt pretty shitty later that day.
