The reason that poor person is only making 36k in New York is because they accepted that income because they can live cheaper with rent price controls. Otherwise, the businesses would have to pay a higher wage to meet cost of living. Rent control is really a tax benefit for corporations wanting cheap labor. But it distorts the rental market and makes other middle class people over pay for corporations' benefits. Rich get richer. Poor get poorer.
