Dont women wear belts in the loops anymore, that is why pants have them! Around the waist is usually with a dress, but if you wearing jeans and a shirt in the belt loops looks better.

u know how purses come with an extra strap (a long strap usually) i use that as a high belt and wrap it around the high portion of my waist... no one knows its a a strap! its so cute
