Not necessarily, most of the time when you watch the AI fight, one character has an insanely good AI while the other is bad. In any case, do you honestly think Itachi stands a chance fighting against a person that can wave enough destructive force to blow up a continent?

Remember that just looking at itachi's ring gets the enemy caught in his genjutsu.
