Yours is a crude statement of the 'preterist' school. Why Revelation is NOT referring to 1st century Rome:

1-The early Church thought the book referred to future events (see Papias, Barnabus, Martyr, et al).

2-Nero's persecution of Christians never extended to Asia Minor, where the 7 churches were situated.

3-Rev. 6 says a quarter of the world's population gets killed via the pale horse. When did that happen in 1st century Rome? Etc, Etc.
