If water's retail price is reasonably increased over time, it's value will be better respected, will be put to better/efficient use, hopefully resulting in higher yields. A sound idea
to apply this in 1st world agriculture.
Maybe the extra profits should be captured for 3rd world projects to mitigate desertification, renewable energy, de-salination, etc.
