I think the proper way to use "no offense" is when making an observation that may be taken the wrong way owing to possible, unintended implications. In the Chris Crocker example: it's possible they meant that you two have similar accents (I wouldn't know if this is actually true, I don't watch his videos) which, in and of itself, isn't insulting. It becomes offensive, however, because of the associations tied with Chris Crocker. Am I making any sense? I don't think I am, but here's hoping...
