Those are 'bollards', and they are there to ensure that only buses and authorised vehicles use that road. There are signs all over the road forbidding entrance to cars, but stupid people think they can fool the bollards by 'tailing' a bus or authorised vehicle. And of course, stupidity is expensive, as no insurance covers it!
