There are no chips (gimmicks), only ECU retunes. I assume this is what he meant.
A stock 2.5L turbo can get close to 250whp (depending on how generous the dyno reads) with a very, very good tune, but the turbo is not happy doing so and run to the ragged edge.

Model is 2004 2,5 XT and a chip is modified by V-tech 250 hp.
