they should only put in the flashing at the start and end of cloak cos then it just looks... crap and disturbing!

if only it was actually implemented. although the electric arcs i could do without.... maybe if they only stayed there for a second and then ceased. but other than that it is too distracting.....

Correct, they won 't be able to see the flashing, you'll be completely invisable.

does this mean others will see the flashing electric look rather than absolutely nothing? do you know this or not..

It's cloak, so i think others won't see you. Just like it was earlier - you can see distorted ship model, but others can't.
