@DictaduraNo123 for sura Tauba, like every sura in the quran, it has azbabun nuzul or background for its revelations and therefore the sura is in that context of the background. the background of sura tauba is the kuffar BREAKING the pact which they have made with Muhammad SAW.
THEREFORE 9 : 5 refers to the kuffars who has broken the pact ,YET, thekuffars who are not and agressor or who hasa repent, the muslims have the OBLIGATION to treat them fairly as shown in theverse after 9 : 5 ..

The Catholic Church did a good thing to spread the gospel in Latin America, which makes it still 95%+ Christian.
