He is talking about something his mother told him about, so if he is in his late 30s his mother is probably in her 60s, and this might have happened at any time between say 1946 and today.

Just to clear things up guys... Yes the speaking clock in Malta is now automated like the rest of the world...

At the time Michael is referring to however it was not automated... This may be because of a fault at the time, before an upgrade, or just a silly joke... Its the joke which is funny not the context ;)

@carpeinfinitum there's a number you can call to get the correct local time. I'd have expected it to be automated, or a call centre at least, but in Michael's story, it's just some guy :)
