You are confusing freedom with chaos: the fact that the police and judiciary are corrupt is down to incompetence and mismanagement ON THE PART OF GOVERNMENT. True freedom can only be exercised in a state where the LAW is strictly applied FOR EVERYONE. Russia can be really great if only top people stop being paranoid. Example: Moscow wild fires could be seen from space and government blamed media for inciting mass panic. THAT is stupid.

Just to strictly apply the existing ones and fine tune those which offer a loophole for the criminal element in society. There is no shepherd without a flock. If you don't protect the normal citizens the country will be ruined. The 1917 Revolution showed what happens when masses are ignored. The government (not just Putin or Medvedev - they can't do much on their own) should show true leadership.
