Rotties do talk, he is talking. ;-) People confuse this with growling, the way to tell if they are talking or growling is; if they raise their lip or bare teeth.........they are not talking, they are warning you to leave them alone. LOL Truthfully most Rotties don't like to be hugged around the neck, that needs to be earned as their trust does.

Rotties are growling when they have a lower pitch and a raised lip, and are purring when they have that higher pitch with lowered lip. They usually purr when you rub around the face and their bellies. They will stop when you stop petting them and then beg for you to continue then they will purr again when you pet them again. Lots of people mistake this for aggression instead of enjoyment.
