It does for perfection. Even double boiled distilled water will cloud at 10 F . The ice making machines in food places use a square tray that water flows all the time over, then the cubes are ejected to a trough collector. The ice is formed at 30F this way.
If you chill the water very slowly, the minerals and gases dissolved in the water will precipitate out and you will have clear ice. Otherwise the small tiny air bubbles and sediment will form, clouding the ice

I remember in the late 70s when I was 5, it snowed in Pensacola, an inch or two. I made my first snowman in Pensacola. Was too big, but I do know that it can get cold down there on occasion.

WRONG.
The sun is currently the COOLEST it has been.
If Pluto's small warming is due to the sun then Mercury (with it's much closer orbit) would have massive temperature spikes which is not occurring.
And if I add (0.1 times the number of values) to a range of random values between 0 and 1 there will be SHORT term cooling trends.
