It's censored, but the parental advisory board is a panel of very old individuals who have no idea what urban slang referred to. I remember "hydro" was uncensored on a Ludacris verse (Lil Jon - Bia Bia) playing on MTV, but a couple months later it became censored after the panel realized what it meant.

I believe it is a reference to old mob hits, where gangsters would put their victim's feet in a tub of concrete and throw them into the ocean. "'Cause we can play hookey in the aqua boogie/With concrete Nikes, you'll get no stripes". Rappers are notorious for obscure slang.
