I think it's a pan they filled up with litter and they placed it in the bowl.

My cats drink out of the toilet bowl, so I know I could never teach them to do that.

Yeah, what would you do if it slipped? Lol, but that's so cool. I wish my cat could do that, but he's just old fashioned and using the litter box. ^_^
