Vegeta was not able to transform into SSJ2 until he gets possesed by babidi. Althought his SSJ2 level was not as 7 years before, gohan still was able to reach that level xD, so Gohan is stronger than vegeta (but as I said, before getting possesed)

During Gokus and Vegetas Fight, Vegeta tells Goku that he gets possesed in purpose, because he realized that he was weaker than Goku or Gohan. It was no use to gets possesed if he could become a SSJ2 from the beginning.

On one hand, yes right there hes not as strong as his fight with cell, but he used his rage in that fight. As we have seen before gohan gets stronger with rage. When raditz made him made his power got to like 1000, then went back down. This may be the same, hes still ssj2 but not using rage so not at full power. or maybe like with the old kai he can sense his "full" power/potential.
