Interesting video, memeome, but what is the piece of aluminum foil doing on the end of the wand? Also, are the smoke particles also being ionized or are they just simply being pushed by the ionized air and high potential?

The foil concentrates the charges in a small point, where the air molecules become charged and repeled as wind.
