SOPA doesn't give any extra restriction on what can be used, rather it allows warrantless and DNS blocking without judicial oversight for sites. If this was in violation all that would need be done is for the owner of fresh prince's format to issue a DMCA and this works fine without SOPA. SOPA is still a horrible bill, but at least understand how it works.
