No such thing as an "utopia".. But if we are going to follow the generalisation of a what an "utopia" is then EU is the closest thing to it... Sure it's not flawless, and we can always make it better (witch the EU is trying to accomplish) but we have the best standards in the world on all levels and in all areas. So if you want 100% perfection you are not going to find anywhere on this planet. But we are closest!
