The joke is pointed at Kevin Rudd because he speaks fluent Mandarin (type of Chinese language) with his Chinese counterparts so they were saying he was talking "black people" with Obama. While the joke may have been seen as racist, I personally disagree it was a blatant stereotype of African-Americans but at the same time you can't assume that all Australian's hat black people.
