Also, he can't do the mass shadow clone trick and learn it like the did with wind style, because his concentration would be split between each clone, and chakra control requires lots of concentration. Same reason he can't have more than 2 shadow clones gather sage chakra while he fights.

For power, we have ninjas who can beat entire villages (Nagato), ninjas that can tear apart the planet (Sage, Nagato), and ninjas that use their derivative of 'super saiyan' (tailed Naruto/pill Chouji/Gates Lee/etc)

Likewise with the plot. Naruto fights Zabuza, then comes Orochimaru, then comes Itachi/Kisame, then comes Nagato/Madara, then comes Kabuto with endless Edo Tensei'd ninjas. This is how an action-based plot works.
