I'm not 100% sure, but when the game is slowed down a lot, it tries to smoothen the animations. You can notice that the movement isn't jerky at 1/4 speed. The game tries to add extra animation frames between the regular frames. On this animation, the game just thought it had to turn the arm around to make it reach its regular position.

After trying it a few times, I thought that using the Dragoon and not hitting Zelda would let me see it better. It worked! :D

(Also, something similar happens with Lucario's head using an Air Dodge. I found THAT out 'cause Lucario's my main.)

@nintendoass244 Read the comments >.> I went to training mode, set up the speed at 1/4, I did Down A and noticed her arm blinked so I recorded the video to my computer and added the effect "slow motion" which showed the arm blinking was really her arm twisting itself around. Something like that lol
