There is no scaling on that combo, throws don't prorate so the game considers each part a 2 hit combo.

What is up with the ridiculous damage on that loop Carl's doing in the third round? It's like there's no scaling on that combo.

If you watch the hit counter, you should be able to see that the combo got reset twice before Hakumen finally burst. Also, Carl reset with a non-prorating j.2C and combo with only 5B and 6B on the ground, which caused the combo to deal more.
