Search for "Home Built Dance Dance Revolution Arcade Style Metal Pad" on google and you'll find the basic instructions.
Just know that it takes a decent amount of money, dedication, and work to build a good pad. You'll need access to power tools and room to work. It helps to have someone help you out or build one with you.
