its an episode that came on after the movie chasing zoey in america, called blast from the past or in canada clip show, and its new students who can ask zoey, chase, or stacy questions about pca, although stacy isnt asked any lol

However, the clip that's played here is from the original episode. The one they aired on TV was supposed to be set after Chasing Zoey, therefore replying "No" to "Are you two dating?" would be a little odd. :P The "Nos" are just cut out in the one they aired.
