No animators create their movement just the actors. Examples of films that did this are Avatar, Beowulf, A Christmas Carol, The Polar Express.

@fall0rn This isn't a fully animated film. This was a Performance Capture film, like Beowulf, A Christmas Carol, or the Na'Vi sequences from Avatar. Spielberg was directing real actors on a virtual reality set. Also, he was able to design whatever camera angles and movements he wanted because in an animated environment you can place the camera essentially anywhere. Spielberg is also known for being very involved in his films' production design, so yes, he was involved a TON.
The only real problem I have is that I wish the animation is a bit more cartooney. Use motion capture for moving the legs, arms, and lips, but not use it for the faces. It looks a bit too much like the actors than the characters. Other than that, it looks very interesting.
@chrisetrata2 Performance Capture is a great new technique to give animation real emotion, hard to achieve with only Motion Capture, like in the past. But yes, I agree in the fact that Tintin looks too much like the real actor and not like the character in the comic book.
This is as 'real' Tintin can get without losing the style of Herge. I'm super keen for this movie. Best books to have during quiet reading time back in primary school.
