Lets assume that they fired and actually hit the suspects - with the canons they were using the rounds would have passed str8 thru the suspects and in to the members and / or hostages on the far side of the bank lobby. Its a v v basic science in fire field awareness.
I'm not saying that you are wrong, the fire arms they are using is the HK mp5 which is a 9mm, not too sure about the round velocity but it can't be much higher than a hand gun, and they use hollow point round which has a far less chance of a threw and threw at any range.

Also, they were armed with HK MP5 9mm sub machine guns - rounds would not have penetrated the suspects even at point blank.

Also...special operations units in law enforcement have training in firing safely when you have a crossfire set up.
Also, we are ALL trained on firing in poplulated areas and clearing the backdrop.
