On the weekends it does not work, but during the week days the copyrights website works better upload during the week. The older program in 2008 was even slower. You just need to upload during the week as it even tells you Eco is down during the weekends. Its going to take you 6 and 1/2 months to get your certs now and that fast with the electronic system.
I got my certificate in less than 2 months recently. They've gotten much quicker.
