It's floating water-weed, which you get in natural ponds around here. You can see the dark patches here and there where the tiny leaves aren't floating on the surface obscuring the fresh water.
You're disappointed it didn't have a little top-hat and cane? I wasn't aware fancy choreography was indicative of heterosexuality in riparian mustelids.
No - the keeper was talking to the person next to him, and hadn't noticed the otter.
But anyway, you can consider it 'enrichment': animals get bored if they have no challenges to tackle, and end up with inappropriate behaviours (much like children do, if they're given everything they demand).
The otter was already habituated to the public, and seemed quite fond of its keepers, so it was already behaving unnaturally.
My point was more that this wasn't teasing: It clearly isn't 'enrichment' in the 'hiding food in logs' sense; but in the 'ice cubes with fish frozen in' sense, which are also unnatural, but which they very much seem to enjoy on hot days.
