Might want to tray checking your firewall or port settings, Blizz can help trouble shoot that, But you might also want to try the repair.

I have AT&T U-verse and it said I was behind a firewall but since its theirs is their anything I can do about it?

Most the time when it says that it still downloads, Just not at the full speed.

Well if you go to blizz tech support forums thingy, It tells you how to open the ports so you can download it.

I thought that only worked if you had access to the firewall options

Well yeah you need to be able to get into your router, Or there is a windows firewall you can open the ports through, Which blizz tech page shows you how to do that also.
