if u keep fishing with the super rod you can get a Lv. 100 red gyarados but you have to go up. like lets say you fight a lv 54 magikarp keep going you fight a lv 60 keep going and the lv increases and when you reach lv 100 i think gyarados shows up and thats the true ruler of that area
