open "Fonts" and add the Halo3Font to that folder, it should install it, and you're done

it says this when i try to paste it: the halo.TTF file is currently being used and cannot be replaced. wtf!?

uh... it shouldn't try restarting your computer, there could be another process that isn't fully closed and IS using it...

so just restart and try again so all the processes are refreshed

just download it from the link I sent put in the info section of this video, then click extract all files... then copy and paste the halo 3 font icon with the 2 blue t's on it, then open control panel, then open the fonts folder, then paste the file into that folder.

It should be installed, then check out notepad or anything that uses font to see if it worked, it should...
