The "stunt double" is clearly a man - it usually is - in a wig. And to me it just looks like it was done in slow motion. There is a pause before the bad guy falls off the diving board. But it doesn't look like a mistake, just slowness.

It's actually a "stunt girl" ..... her name is Cyd Child and yes she was a bigger girl. She was an Olmpic level track and Judo athlete, and could kick most guys asses for real. She did all the Emma Peel & Tara King stunts - whenever you see Emma thow a guy on her shoulds and do an airplane spin before tossing him - that's actually Syd Child. She made Emma Peel look like some sort of Wonder Woman.
