Yes, that woman's name is Carolyn Ferrie. She has played the voice of Dorothy the Dinosaur almost since the beginning. She can also be seen in SASOW as the maiden in Black Velvet Band. She also has a very quick appearance in The Wiggles movie "Magical Adventure" as a magician working at the magic club. And she also played Madame Bouffant in a TV episode titled "Haircut" where Anthony's hair grows really long, and Madam Bouffant tries many different hairstyles on him.

I think that's the same girl from the song Black Velvet Band. She's the one that had the Prince Michael (Sam) was singing about in that song. I wish that was me sing that version of the song with Sam.
