It was because Vince didn't want to take the chance on Bret taking the WWF Title to WCW, because Bret was planning to leave soon, so Vince talked to Shawn about it and ensured a plan to make sure that Bret Hart would not leave with that belt. Read this in Heartbreak and Triumph: The Shawn Michaels Story. Very good book.
@lrwsoreal if they did the made it was brilliant. Bret basically got to Rob WCW blind, (mostly there fault for giving out those ridiculous contracts. They made millions from survivor series dvd sales, plus truth documentary. Bret got to leave in his home country saying he was the real champ. And shawn michaels became the biggest heal in the history of the business. If it was worked it was brilliant.

@Rodney21a Bret was knocked out of action perminately by a concusion due to a misplaced kick to the head by Goldberg and was not able to wrestle in 2002. It is also what led to him having the stroke.
Don't know if that can be medically proven that a kick to the head results in a stroke... More than likely it is a family medical history thing than anything..his father had suffered some strokes...

Is it just me, or does Shawn look scrawnier in this match then he did the 2-3 years prior? He looked about the same size as Bret at Wrestlemania XII, and during their in-ring encounters during '97 (even at SummerSlam '97), but here he looks noticably skinnier than the Hitman.
No, he didn't expect to leave as Champion. He was gonna forfeit the title the following night on Raw. I think Bret had too much respect for Vince and the business to take the belt over to WCW.

@Rodney21a Bret was knocked out of action perminately by a concusion due to a misplaced kick to the head by Goldberg and was not able to wrestle in 2002. It is also what led to him having the stroke.

Is it just me, or does Shawn look scrawnier in this match then he did the 2-3 years prior? He looked about the same size as Bret at Wrestlemania XII, and during their in-ring encounters during '97 (even at SummerSlam '97), but here he looks noticably skinnier than the Hitman.

No, he didn't expect to leave as Champion. He was gonna forfeit the title the following night on Raw. I think Bret had too much respect for Vince and the business to take the belt over to WCW.

Bret didnt kno wat was gonna happen bcuz him and Vince Mcmahon planned the match 4 Bret 2 win and keep the championship but Vince wanted Bret 2 lose bcuz Bret wanted 2 go 2 WCW so Vince, Shawn Michaels, and Referee Earl Hebnar planned this screwjob. Notice how quick the Ref hops outta the ring after the match is ''over'' This was 4 all of those who were confused.

no big deal. yeah, it was triple h's idea. vince liked the idea and carried it out at survivor series. for the record, vince is the one to blame because it is his company but triple h and michaels were in on it.
