Making the bottom of the spinner a ball helps a lot. When it leans over, the point of contact with the table is just a little off the axis of rotation. This way the sideways motion of the ring can be fairly slow and the spinner will spin quite fast. It is a good illusion but any high school kid who thinks about it is likely to see how it is done.

I have found that this only spins because of the small movements of the hand. If you mount the upper part it does not turn.
