The octopus is dead, its so fresh, that the neurons are still firing using the last stores of ATP energy in the muscle tissue, which is causing the moving. Its similar to cutting off a chickens head, or moving frog legs in salt.

Moving since it was probably, and should have, been cut up recently. It's like going to a sushi restaurant and seeing that slice of fish twitch on your dollop of rice. It's a sign of freshness.

My Korean mom hates this dish, though. She thinks it's pretty disgusting how the suction cups get stuck in your mouth which is kinda funny since she grew up eating seafood.
