Hate to say it but to stop them from hacking the server continuously again and again maybe you should give them their Linux back and perhaps let them do emulators for older machines non Sony but of course letting those homebrews run on unmodified code like using a HEN for playing the older firmware homebrews on OFW or ones made for especially the latest version of OFW.

That way the hacking guys would be happy so no more of them hacking Sony's codes and making CFW as all will be allowed on OFW.
