What Vegeta meant by "the hairstyle of a pure saiyan does not change" was probably that they are born with that hairstyle and keep it for life. But you can obviously still grow facial hair, I mean look at Vegeta's father lol. And it is hair so if he purposely cuts it its bound to be different (e.g. DBGT Vegeta), it will grow back to its original style overtime tho. I mean let's not forget nappa used to have hair when Vegeta was young, which he likely shaved off later during the DBZ timeline

I think the reasoning is that a pure saiyan has his/her own hairstyle from birth so it never changes naturally. Cut it though and it will obviously. I think what Vegeta means is you're born with a hairstyle already, whatever you do to it after birth can't be undone, like Nappa balding (maybe by his own will) and Vegeta cutting his own hair
