He is a real penguin. He plays on it sometimes, and I usually find Screenhog on Club Penguin, just dancing and throwing parties with Gizmo. And Rockhopper is controlled by the moderators. You have to be in the headquarters of Club Penguin to access Rochopper and every other game character. :)
