God can't grant free choice - god also can't make decisions. God is omnipotent and perfect, and everything god does, he is aware of its outcome before it happens. Also, all of gods actions, being perfect, can not be described as "good" or "evil". They are as god plans it. It says "love thy neighbour", then jesus goes on to describe who is a neighbour. The parable basically says, if someone is kind to you, you should love them.
