you don't have to do all of that, just go the the CITY VIEW, click CTRL + SHIFT, keep them pressed and click C, a bar will appear on the botton, there you have to write: testingcheatsenabled true, and thats all, go to your sims 3 family and click on the RELATIONSHIPS panel, and drag the green bars to the right on the sims that you want =), hope you enjoy it =P

to marry you have to get it to say "Blank finds Blank irresistible" or something like that, then the option will appear under the romantic option.

Try to make them Best Friends, the last friendly relation, then start romance, romance until the relationship meter says Romantic Interest. After that ask to break out if already got a husband/wife and the propose going steady, then propose marriage when you are ready. Hope that helps ;)

Yeah, there are many ways to fix this. I would first try removing all the dust out of your computer fans and video cards. Try to get as much dust out as possible. Dust makes your pc heat up. I did this for mine and it prevented it from heating up alot.

1.Try buying a air duster (pressurized)

2. Add more fans to your desktop. This meaning internal fans. This increases ventilation and prevents your video card from heating up as fast. Your video card is probably shutting down due to overheating.
