They are two separate characters. Their voices and facial expressions are quite different. But I DO think Prince Charming could be Guy Smiley's long-lost half brother! ;)
If you would replace the current "Live in the street" reporter of my local news channel with Kermit, I don't think anyone would notice. Kermit is spot on.

The ending gag in this video is funny for all ages. When I was little, I thought this Rupunzel segment was totally hilarious, and I still find it very funny.
This is a shorter copy of the version Sawing14s has. They also changed the News Flash logo and announcer at the beginning. They also cut Prince Charming's "Oh, shut up!" probably so it wouldn't be a bad influence to kids. The uncut version can also be found on the SS Old School DVD set.
I think that it's Guy Smiley portraying the Prince or something!
