Well, the spirit of the act is as you describe, but it's an act! Acts are not laws. They are rules of corporations that require voluntary consent. And the act would be under what corporation's rule book? You can't legislate out of a corporation by continuing the illusion in any way. The only solution is to see past it and create a true government that is subordinate to the INHERENTLY SOVEREIGN PEOPLE. Creating another rule within a corporation will never truly fix the problem.
