Im not a historian, but i expect the attitude of the government was that civil defence information was a way to reassure the public rather than actually protect them. Because of the small size of the UK, 80% of the population was expected to be killed or wounded by a moderate attack (100 warheads). The precautions outlined here would be of little help to the huge proportion of the population that lived within the blast radius likely targets
Ironically, the trench shelter that was focused on the least (in the previous video) would have provided a whole lot more protection from fallout than the in-house shelters, and some blast protection too.
And assuming the house isn't blown appart by the blast, everything will be fine...... appart from raidiation, fall out..........
