UN cannot interfere and make morality calls in another country. It can however witness closely what is happening and then pass resolutions to send a coalition force to change the government in the country. Or they can do minor policing to try and keep the region in order during transition.

If they want acting power in the region they need to ask the Americans to help aside from the UN.

The problem is that UN troops have orders to stand by and do nothing many times while atrocities are being committed (2006 Lebanon War, the D.R. Congo, Rwanda, Sierra Leone, etc.).
